Essay

The relevance of the research topic is due to the need to form a qualitatively new personality of government staff. The scientific and practical significance considered in the dissertation research is strengthened by the understanding that today the state policy in the field of personnel management should become a powerful tool for strengthening the civil service, a basic factor in improving the efficiency of Ukrainian authorities as a whole. The author determines the state of scientific research and methodological principles of research on the development of state policy in the field of personnel management in Ukraine, reveals the conceptual framework and organizational and legal principles of state policy in the field of personnel management, and at the theoretical level in the field of personnel management in Ukraine. The dissertation analyzes modern practices of state policy in the field of personnel management in Ukraine, compares and compares approaches to staffing of public administration functions of the executive branch of government and local self-government in Ukraine, reveals the institutions, state and identified areas of management services personnel of public authorities in Ukraine, developed a system of public administration relations at the regional level, conducted a sociological study to identify problems in the field of personnel management and to address them and further address public policy, including information (opinions) on civil service reform in Ukraine from civil servants and local government officials who were the subject of the survey
