The subject of the research is a social constitution of the country, as an integrated system of public relations that evolves, stably functions and is developing.The aim of the research is a theoretical analysis of social work as a civil society forming factor.The methods of the research are the principles of objectivity and historical method, public relations and development, historical and logical principles, identity of social theory and practice, dialectical, system and functional methods.Theoretical results and novelty of the research are as fol-lows. The system-oriented method for examination of struc-tural role of social work as a civil society forming factor is used in the research.Practical results and a field of use of the research are as fol-lows. The results of the research may be used in state pro-jects of civic society building and formation of social work system in Ukraine as well as in other programs of realiza-tion of social rights of people provided by the government and developmentof the strategy of social community of the Ukrainian society.
