Essay

The dissertation for competition of a scientific degree of the Candidate of Pedagogical Sciences on a specialty 13.00.01 - general pedagogic and history of pedagogic. - Institute for pedagogic of APS of Ukraine, Kiev, 2005. The Dissertation research is devoted to the analysis of the theory and practice of democratization and decentralization of educational management during the transitional period in Poland and Ukraine (1989-2003). The Dissertation deals with the following issues: main preconditions of the fast, deep and successful reorganization of educational system in Poland; formation of means of public control over the activity of the educational establishments (supreme and regional official bodies); the transfer of educational powers from the center to local communities within the framework of local self-government reform. The thorough analysis of successes and problems of educational activity of local government institutions was carried out in the Dissertation. The Dissertation deals with the distributions of powers among educational authorities (e.g. a board of guardians and director of establishment) as well as with the financial procedures and the control over this area. Such issues as means and methods of pedagogical supervision are thoroughly investigated. The main tendencies of decentralization of management of basis educational systems are revealed. The comparative analysis of processes of democratization and decentralization of educational management in Poland was carried out and the periodization of decentralization processes in Poland was created. The Dissertation brings forward the possibilities of the most rational implementation of the Polish experience in Ukraine.
