Essay

Dissertation is devoted to the problem of activity of local organs of power and self-government on South of Ukraine in 1917 – 1920. In research first complex analysed becoming the Ukrainian system of organs of power and management, and also governmental municipal policy, mutual relations of city self-government with the state organs of power and public organizations, the consequences of economic activity of local self-government in the conditions of revolutionary transformations (agrarian question, finances, communal economy and others), ways of decision of socio-economic problems (unemployment, food crisis), open up positive and negative sides of activity of these organs.
