The object is migration of population; the aims to develop the mechanism of regulation by migratory process of big city; methods of research are systemology, logic and the economic-mathematical analysis; new approach - the model of hypothetical migratory process of Kiev is made, the system characteristic and an estimation of migratory process of Kiev is given for the last 28 years of 20-th century and a few years of 21-th; the technique of regulation of migratory process of big city is developed; sphere of use are the science and management.
