Nyniuk I. Professionalism State Employees: essence, condition and national peculiarities of formation

The object is the social relation in the process of the public servant professionalism formation and development. The objective is the scientific justification of the conceptual analysis of the peculiarities of the public servant professionalism formation, the definition of the factors, means and ways of its development, the creation on that background of the practical suggestions and recommendations. The methods are systematic and functional, problem and scientific, prognostic, extrapolation, sociological. The newness is that the complex scientific investigation of the public servant professionalism formation and development has been done; its role has been defined; the interdependence of the inner and outer factors has been scientifically justified. The results are that the social diagnostics as well as the methodology of the public servant needs for professionalism development has been scientifically improved; the analytical activity aimed to the study of the influence factors has found further development.
