The dissertation considered the preliminary conditions and the process of forming the Ukrainian Partisan-Uprising Headquarters. The main directions of the Headquarters work have been analyzed which referred both to purely military and political, economic, administrative and legal problems. The subjective and objective causes for the defeat of the Second winter march have been characterized, and it is results for another struggle of the Ukrainian people for independence.
