The Object is the process of USSR foreign activity formation in 1920 - 1923. The aim - to reveal an essence and directions of the USSR government foreign, to define a role and place in politics of State construction in Ukraine 1920 - 1923. The methods of research are problem-chronological, analysis, comparative and retrospective. Results are complexly research of government of the USSR foreign activity. The place and role of foreign aspect of Ukrainian Soviet State formation is determined. The forms, methods and directions of SNK of USSR foreign activity as a component of State building in Ukraine at first 1920ies are studied. Innovation is complex Foreign Office working organization, diplomatic negotiations between representatives of USSR and foreign states, participation of USSR in Soviet secret foreign are separated. Sphere of using - may be make illuminating of government of USSR foreign activity in 1920 - 1923. For the first time so aspect as Foreign Office working organization, diplomatic negotiations between representatives of USSR and using for perfecting structure, forms and working methods of Foreign office modern Ukraine.
