Essay

The object of study - organs of government and administration at the center and on places, which carried out construction of the Crimean autonomy. The purpose of study is to study the process of formation of organs of government and administration of Crimean ASSR and to analyze the activity of these organs in construction of the autonomy. The methods used in the research are: logic, interval, system, historical, social approach, alternative. The practical value of the dissertation consists in use of its materials, conclusions and ideas by preparation special courses and realization special seminars, spelling of course and degree works, in local-lore practice. In the dissertation the author paid special attention to the creation and functioning of central legislative and executive-regulative organs of government of the Crimea and analyzed their activities on the foundation and development of the autonomy. Special research has been undertaken to reveal the activities of these organs aimed at building up of the economy; socio-economic, state and national construction in the region. It was noted in the thesis that one of the prior directions in the activities on national state construction was the process of helping the nations residing in the Crimea to become firmly established. Especially Tatars (the so-called Tatarization). There were analyzed the obstacles in the way and the methods to mend the situation. Besides the author has made a research on the system of creation and evolution of the Soviets in the Crimea as supreme organs of power in the region; the role of worker – peasant inspection to control the creation of autonomy, remodeling the organs of power.
