The work is done on the basis of archive and published documents, the Ukrainian and foreign historiography, and the materials of periodical press. The basic directions of its activity regarding the realization of the main goal - Ukraine's liberation are analyzed. The dynamics of development of emigrant government's connections with European countries are traced. The role of its assistance in the realization of P. Orlyk's and his associates plans is defined. Moreover, it analyzes the political relations with government in emigration and the governments of Hetman Ukraine during 1710-1742
