Essay

In the dissertation the profound analysis of connection of a urgency of a problem of maintenance of quality of higher education with increase of its value, promotion of democratic bases of the organization of society and transformation of higher education from elite form in the general is executed. Existence of similar connection it is proved both for the advanced countries, and for Ukraine. In the first section the theory and practice of maintenance of quality of higher education - the analysis of scientific approaches to definition of term "quality of education", complexes of indicators of quality of the teaching and educational process, widespread in the past both presently in Ukraine and abroad methods and means of an estimation and maintenance of quality of certificates and diplomas is advanced. The central question of the dissertation - the analysis of systems of higher education of countries - initiators Bologna process and those changes which they have brought to them after the beginning of process in view of group of the general tendencies of modernization of sectors of higher education (professionalization, internationalizations, etc.). Evolution of structure "Bologna club" and purposes Bologna process is investigated. The comparative analysis of a level of conformity of quantitative and structural characteristics of highest levels of an education system of Ukraine to the European standards and requirements Bologna of process is carried out. It is proved necessity of association planned by the Ukraine Ministry of Education and sciences of actions on modernization of higher education with radical changes of high school, first of all, increase in duration of training till 12 years and a level of differentiation in terminal classes.
