The object is public service of Ukraine; the aim is scientific- theoretical basis of mechanism of forming potential of personnel in the system of public service; the methods are analysis, generalization, classification, comparison, analysis of categories; the new approach lies in characterizing the categories of potential of personnel in the system of public service, definitely the concept "mechanism of forming potential of personnel in the system of public service", substantiating the administrative paradigm of potential of personnel; the outcomes of research are applicable in practical activities of Main Department of the Civil Service, in teaching of public administration science in higher school; the field is public service.
