Essay

The dissertation carries out a research of theoretic-methodological and pedagogical bases of the activities of the Local Educational Department on improvement of management competence of the heads of the comprehensive educational establishments. The retrospective analysis of the functional responsibilities of the head is researched and an instruction is worked out, the criteria of the efficiency of CEE management and the methods of the diagnosis of the levels of the development of the heads' management competence have been tested. The model, the contents, the structure of the activities of the City Educational Department on this problem have been grounded. Its practical interpretation has been implemented in methodologies and technologies; mutual influence of the head's management competence on the level of efficiency of management has been tested; the positive dynamics of the development of the levels of MC has been revealed.
