Manujlenko V. Organisation-methodical basis of improving educational management on Local department level.

Elaboration and adoption of scientific approaches to lokal system of education managment are considered in the thesis. Urgency of the theme and extentof researching into the problemare conditioned by the modern tendency to developing of society and existing characteristics of modern education in Ukrain.In the thesis theoretical and applied aspects of local system of education managment are considered, modern principles of education managment and ways of their realization in the local education depatment activities are substantiated, the model of goverment activities with consideration of regional peculiarities is worked out, the system of criterions and qualitative indices of its effectiveness is presented. Necessity of managment modernization which means determination of modernmanagment functions, structure and essence of employees' functional duties changing is substantiated on theory and practice of local system of education managment fundamentals. Local system of education managment is based on definite principles which are reflected its main structural and profound features. In the thesis the system of education managment principles which includes general ( organizational ), resource-operating, functionally-roling and personal priciples is detailed. It is proved the sustem of priciples on organizing work of local education depatment ensures its harmony with modern perspectives and tendencies to education developing. In the thesis the structural functional model of Lenin local education depatment government activities in Sevastopol is presented and substantiated.
