In dissertational it is reasoned theoretical bases of formation of land relations in cities for modern political conditions which include principles of equality of all forms of land ownership, land payment and ecologically balanced use of urban lands. The methodological-theoretical and methodical approaches of economic valuation of urban lands are developed on the basis of rent factors, land zoning of territory, both economic and social factors. The management system of urban land resources is advanced considering modern infrastructure of economic city complex, functional purpose of urban lands, land reform, development of the land market, social and economic transformation, ecological potential and investment opportunities of urban territory. It was given the further scientific development of optimum transformation of land relations in cities, improvements of cadastral system, land and real estate registration, a supply with information of land reform in cities. It is provided directions of urban landmanagement efficiency improvement through introduction of system of levers, stimulus, sanctions, land payment improvement, monitoring and control, optimization АSLKU and urban land market.
