Essay

The subject of a research is control processes the resource guarantee of a scientific and technical project. The target of a study is an increase in the effectiveness of the realization of scientific and technical projects on the basis of the system simulation of resource flows. Basic methods of the research are systems and program-specific approach, net methods of control of the projects, which are used for structurizing the process of realization NTP and analysis of resource and financial guarantee. The methods of financial and economic analysis, planning and management of projects, investment management are used for the analysis of sources and selection of the most rational diagrams of investment. For developing the architecture of information- analytical system (IAS) the methods of the objective- oriented simulation were used. Scientific value of results is determined by the fact that they develop models and methods of complex analysis, planning and management of the resource flows of multiprojects, and also they make it possible to base scientifically the selection of rational sources and diagrams of investment by customer. Practical value of work consists in the developed IAS, which allows for the leader of enterprise- executor, or for investor, due to the formation of the financial and resource profiles of project, to obtain the visual picture of the need for means and others it is specific service lives to the realization of project in the specific period of time, that will make it possible to decrease the expenditures that the time for making of the valid decisions. Obtained for the first time the system model of planning the realization of multiproject, which, in contrast to existing, is formed by aggregation of the particular models of the resource flows of separate projects on the basis of the criteria of completeness and sufficiency of the ensuring resources. Introduction is branch – based. Further use of the obtained in the thesis results is expediently further at the enterprises, connected with development and control of the projects of the different degree of complexity, with the analysis, planning, control of the financial and resource flows of projects.
