Dissertation work is devoted to research of problem of evaluation of educational activity of higher educational establishments, development and introduction of models of comparative pedagogics. New conceptual approach is offered to the decision of this question through finding out of deep essence of such concepts as the "model of evaluation", "qualities of education". Developed, in theory grounded and experimentally tested technology of evaluation and prognostication of basic performance indicators of higher educational establishments. Research results confirm, that the rating system of evaluation of educational activity is a necessary component and complex estimation of result of professional preparation of specialists in higher educational establishments.
