The problematic of preparation of the future managers in a context of principles of the Bologna declaration is analysed through a prism of the self-organisational approach. As the basic concept, on the ground of which the author's concept is built, personality socialisation was chosen. The hypothesis about existence of two kinds of socialisation is proved, one of which (adaptational socialisation) has common-civilizational orientation and is realized by means of culture, the other has professional orientation and is satisfied with means of education. The idea that adaptational component of socialisation of the future manager provided by mastering norms and values of polycultural society of Incorporated Europe is opened, the professional component of administrative preparation of the future manager consisting of formation of organisational behaviour and is realised by introduction of personality guided education. It is shown that the realisation of principles of the Bologna declaration is an optimum direction of the effective decision of the contradiction between national system of higher education of the future managers (that is professional training) and all-European culture (that is process of common civilizational socialisation). Thus, it is shown, that the specificity of modern training of the competitive administrative staff in Ukraine consists of integration of achievement national education into a polycultural European generality.
