Fedorenko R. Organizational and Economic Basis for Development of Defense Planning System in Ukraine

The thesis is devoted to an organizational and economic model for development of the defense planning system in Ukraine aiming at achieving optimal distribution and rational use of the defense resources for the national economic security. It is determined that state defense potential depends of the level of defense allocations in the national budget and ratio between personnel, operational and capital costs. The author analyzed ways and principles for development and installation of software for management of the defense recourses in the Armed Forces of Ukraine. The author has developed "Methods for demand assessment in the Armed Forces of Ukraine" and "Methods for estimating cost of the organizational and staff actions in the Armed Forces of Ukraine".
