In the dissertation thesis the conceptual solution of a scientific problem of formation
of competitive strategy of developing security of real sector of economy is offered. Based
on the generalization of the methodology and world economic practice of a multilevel
approach to the management of factors of production, the author formulated conclusions
on the formation and development of system elements, their strengthening and
transformation in the context of developing a medium-term strategy to strengthen security.
The method of comparative analysis characterizes the features of the definition of
the terms «competitiveness», and «national competitiveness» in particular, in Ukrainian
and foreign sources, which allowed to identify specific differences in the perception of
identical concepts.
Based on the assessment of theoretical approaches to the interpretation of the concept
of the real sector of the economy, the author proposed her own classification by
generalizing indicators: subjective perception, emphasis on the constituent elements and
process perception. The classification features of the real sector of the economy have been
improved, adding to the characteristics of pre-industrial, industrial and post-industrial
society ‒ information and postpandemic, where it is planned to involve creative industries,
which will strengthen the scientific base of studying the real sector.
Based on M. Porter's theory of competitive advantages, the author's improvement of
the «rhombus» of competitive advantage and the relationship with the needs of creative
industries is offered, as those that create these competitive advantages forming demand
for goods in the industry, have advantage factors (infrastructure, skilled labor), and exist
in an environment with related and supporting industries, etc.
The analysis of formation and activity of creative industries in different countries of
the world with recommendations for introduction of characteristics and criteria of
functioning in national economic policy (in particular, adaptation of economic accounting
of professions of creative industries in Ukraine to international classification systems ‒ for
possibility of foreign economic activity and data compatibility) was done.
Recommendations for using the potential of creative industries for the development
of the real sector with priorities for their clustering and employment, and creating a
synergistic economic effect for the region of their activity (in combination of creative
industries of artistic, scientific and economic (engineering) approaches) were offered.
The place and role of the real sector of the economy in the system of economic
security of the state is outlined in the woek through the separation of functional and
sectoral spheres, in which they intersect and mutually reinforce. As a result of correlation
regression analysis, the factors influencing the security of development were determined
through the independent variable «human development index».
The main areas of maintaining and strengthening security that relate to the real sector
of the economy and can become «indicators of action» in the relevant strategic document
are outlined as: (1) strategic and crisis management based on international documents; (2)
a system of sustainability and security of critical infrastructure through the strengthening
of public-private partnerships; (3) digital transformation based on the latest information
technologies; (4) support for research and education for human capital development; (5)
ensuring the competitiveness of strategically important sectors of the economy; (6) the
formation of key policy documents.
A comparative analysis of the institutional basis for the security of the real sector in
developed economies confirmed the priority of business development (in particular,
institutional support for the SME sector) and its segment, such as creative entrepreneurship as a locomotive of economic development.
Recommendations for the application of a modified methodology for assessing
regional development and the system of business security regulation through the usage of
the REDI index (Regional development and enterprise index) to identify areas of
institutional stimulating and restraining factors.
