Essay

The dissertation substantiates for the first time the role of the state as a leader in the implementation and improvement of economic security, especially in the face of threats to the territorial integrity of the country and military invasion through the formation of mechanisms of global support and active international activity in this context; mechanisms of administration of the occupied territories, including demarcation lines, social security of their population; granting special economic status to participants and veterans of the antiterrorist operation (ATO); the system and mechanisms of ensuring economic security and stages of their development at the state level through their structure and components are defined: public authorities (NSDC, ministries and departments of the power, social and economic bloc); regulatory and legal support; financial-organizational, institutional, motivational mechanisms and instruments of state counteraction to internal and external threats. The dissertation improves the definition of a set of quantitative and qualitative indicators, criteria and threats to the formation and improvement of economic security of the country through their monetary, relative and natural values; importance in the sectoral and regional context; temporal and spatial comparisons; normative and threshold indicators; built-in stabilizers and signal indicators; understanding the essence of economic security for the purposes of implementation and management of development as a systemic institutional entity, which is based on its structure of institutional factors, principles, tools, components, functions; processes of formation of new and change or improvement of old institutions. Noteworthy is the justification of economic security as an institutional system through formal and informal institutions and institutions, which due to the properties of emergence and close relationships in the process of functioning and development cause synergistic effects with both positive and negative manifestations. It is also about identifying institutional indicators of the state and dynamics of economic security through quantitative absolute and relative indicators of formal and informal, direct and indirect institutions of its implementation in the direction of resource use and reproduction, production, use of labor, quality and standard of living, infrastructure and markets. It should be noted the establishment of the impact of the informal economy on economic security through the implementation of its segmentation, the establishment of components, volumes, directions and processes of development in sectoral and regional aspects, including informal employment. In the dissertation work the definitions of institutions and mechanisms of informal economy through their interaction and manifestations in the form of observance of the labor legislation and requirements of the taxation have got further development; customs and currency rules; self-employment; corruption and the shadow economy; the idea of the economic sovereignty of the country as a fundamental factor in the formation and improvement of economic security and, at the same time, its purpose through the levels and dynamics of economic openness; presence of transnational corporations; export orientation and import dependence of the national economy; activities of financial institutions, the strength of the national currency, the volume and changes in external debt. The assessment of the social security system and the identification of its threats in the context of economic security through indicators of the well-being of the population deserve comprehensive support; social protection and social security; ensuring fundamental rights and freedoms; social tension (loyalty) in society; definition of social security as an indicator of national security through indicators of availability of material and spiritual goods; effective demand of the population; social stratification of society; income differences of 10% of the richest and poorest people; employment and unemployment rates. The substantiation of a set of mechanisms to ensure and increase the economic and social security of Ukraine through the guarantee of socio-economic rights and freedoms of people is positive; tolerance for national and other minorities; components of financial and organizational, motivational, social and institutional mechanisms
