The dissertation is devoted to the development of scientific and theoretical principles, methodological and practical recommendations for formation and ensuring the technological competitiveness of the national economy in the context of a balanced increase in the level of economic security ofstate.Based on the systematization of current trends in ensuring the competitiveness of different countries, a key current trend was identified, which is to increase economic productivity and GDP based on science, innovation and technology.The revealed pluralism of approaches to define the concept of the national economy technological competitiveness allowed to determine the contradictory role of technological competitiveness in ensuring the economic security of the state in the modern digital and technological paradigm of social development. The author’s definition of the national economy technological competitiveness is formed, which takes into account the real and potential ability of the national economy to create, absorb, adopt and diffuse innovations, knowledge and technologies on better terms than competitors.The theoretical and methodological approach has been suggested to identify interactions and relationships of the national economy technological competitiveness and economic security of the state through the systematization of risks and threats generated by technological transformations to all components of economic securityof the state. Itis based on taking into account the nature of changes in technological inclusion (structural, subjective, temporal, spatial, social and digital).This allows to assesstechnological gaps in the economy, which can lead to threats to the economic security of the state of different levels and intensities.The main innovation and technological and investment risks to the economic security of Ukraine, formed by internal factors of formation of technological competitiveness,has been identified.The demotivating and disincentive effect of the existing financial and organizational-economic mechanisms on the economy technological competitiveness, which is caused by the insufficiency and unavailability of development resources for entities that implement innovations and technologies, has been revealed.The lack of financial and institutional ecosystems for innovation and technological developmentare identified asthe most critical internal factors of declining technological competitiveness.It is determined that external factors do not contribute to the expansion of innovation and scientific potential of Ukraine, but have a mainly negative impact on the technological competitiveness of Ukraine, which manifests itself in increasing risks of widening technological gaps, rising import dependence, unfavourablefor technological upgradinginflow of FDI, consolidating existing disproportions of industry.It is determined that the state of Ukraine's economy technological competitiveness has a decisive influence on most components of economic security of the state, causing changes in the conditions and state of macroeconomic, industrial, innovation, technological, foreign economic and energy security of Ukraine. The key factors of deterioration of economic security of the state are established.The key parameters of Ukraine's foreign trade specialization, causinghigh threats to economic security and reducingthe national economy adaptability to structural and technological changes, are determined. The conditions and conceptual principles of the policy of ensuring Ukraine’seconomy technological competitiveness in the context of increasing the economic security of the state are determined.An organizational and methodological approach toensuring the technological competitiveness of the economy, which is based on the substantiation and development of the author's indicator of technological capabilities (ITC). The optimal and threshold value of ITC was determined. The calculation of ITC allows to expand the scope of state policy in financial, investment, innovation and science fields.It has been suggested a set of result-based organizational, economic and financial methodsforincreasing the Ukraine's economy technological competitiveness, focused on increasing technological inclusion and minimizing internal and external technological gaps.
