Essay

The complex research of social aspects of economic security of Ukraine in the process of European integration has been conducted on the basis of scientific literature studying, legislative and other regulatory acts in this work. The paradigm of economic security was considered in the specific historical conditions of modern civilization processes. The list of measures necessary and sufficient to find the primary balance between social factors and economic security was analyzed and identified in this manuscript. Studying the advantages and disadvantages of the positions of scientists allowed to propose the author's definition of the concept of “social factors of economic security”, which must be understood as integral dynamic elements of economic security, which lead to qualitative transformations of the mechanism of its security and improve its essential content in the context of the realities taking into account the interests of the individuals, society, the state. The author's theoretical and practical methodology was scientifically substantiated and proved in the manuscript for evaluating the rationale and effectiveness of political actions and social programs, which took into account the specific conditions of socio-economic development of the country, met the goal of achieving social justice and economic growth, based on the best global experience. In support of the stated positions, the classification of threats to the economic security of the state, which were generated in the social sphere, was elaborated and their impact on the components of the economic security of the state was specified. The substantiation of the components of the Ukrainian regional development received additional arguments and it was proposed to supplement their list with such components as 1) regional human resources development policy; 2) regional problems of ecological safety, use of recreational potential of regions; 3) socio-economic zoning and reform of the administrative and territorial structure of Ukraine; 4) interregional and cross-border cooperation. The author also classified the threats arising in the social sphere according to the various criteria, in particular by 1) time; 2) the degree of manifestation; 3) the nature of origin; 4) the nature of the implementation; 5) sources of formation; 6) scale; 7) the expected consequences. The positions on structuring the social risks and their potential consequences generated by the components of the economic security system had been refined. It was confirmed that the social risks caused by the dynamism and multi-vectority of social processes were extremely diverse in their nature and caused difficulties in managing society in unpredictable, crisis situations, which could potentially lead to threats to the economic security. In this context, the new paradigm of security of the individual, society and the state as the highest value, economic good, capable of becoming the basis for the formation of the economic security system as a subsystem in the national security system in the process of European integration, had been substantiated; the paradigm that brought together the most important conceptual principles and principles of ensuring the economic security of Ukraine in the modern world. On the basis of the study of current domestic, international and European legislation, the author has elaborated proposals for the development and adoption of the Concept of the social state of Ukraine in the context of European integration, the realization of which will contribute to the implementation of the best and most effective European practices in order to ensure sustainable development, economic security and developing a common European quality measures to improve the system of national legislation and its approximation to the legislation of the European Union. The necessity to distinguish the principles of the social market economy and the need to transition from the investment to the innovation-investment model of employment in Ukraine, the distinctive feature of which is the creation of jobs, taking into account the need for innovative economic development was revealed in the manuscript. Provisions for testing in the domestic conditions of the resource-functional approach to the essence and content of economic security, which is considered as the state of the most efficient use of economic resources in order to prevent threats and ensure the stable functioning of the economic system in the realities of today and in the long run had been further developed.
