The thesis is dedicated to complex research of the activity of social and political unions in USSR as an instrument of bolshevik social politics in 1920 beginning of 1930 of the XX century. The analysis of the role of social and political organizations in establishing control and ideological pressure on the social structure of Ukrainian population by the soviet power is made on the basis of studying new sourses and literature. The peculiarities of bolshevik social polities are revealed and the activity of the system of communist and social organizations.
