Bolotskih M. Land Reform in Ukraine: Eco-Social Conditions of Realization in a Historical Context (the 90th. of XX century - 2005)

On the basis of the analysis of documents and factological material eco-social policy of the state is studied during realization of land reform in a historical context. The characteristic of preconditions of deterioration of an ecological situation in Ukraine is given. Brings to a focus to necessities of research of a condition of ecology in Ukraine and search of the optimal methods for its improvement, but with the obligatory account of social aspect. The ecological factor as the primary factor determining life of the person, is dominating in the dissertation, but simultaneously the subordinate to the person (society). Dynamics of changes in a legal field concerning observance of ecological requirements and a level of a social direction is opened at realization of land Reform. The author determines three stages of their realization. The first stage - 1990-1996, the second stage - 1996-2001, the third stage - 2002 lasts till now. The researcher gives an assessment of works of the central and local bodies of the government, and also institutions of local government concerning the decision of environmental problems on village, noticing, that, despite of constantly growing attention and active work of these bodies from ecological safety, negative processes last.
