Nosenko E. Self-governing activity of zemstvo of the south-eastern Ukraine (90th years of XIX century - 1917 year)

Based on various sources of data the problem of self-governing activity of zemstvo of the south-eastern Ukraine in 90th years of XIX century - 1917 year is investigated in the thesis. Thesis is devoted to one of the first attempts of the complex scientific research for wide ranges of the questions dealing with the main problems of zemstvo's activity with calculation of specification of investigating region. The author determined the organizational structure and the essence of zemstvo as the systems of the local government organs, elucidated the activity of efficient and executive organs of the local government, analyzed the main directions and progress of the activity of zemstvo, the role of zemstvo of south-eastern Ukraine in 90th years of XIX century - 1917 year. Different spheres of zemstvo's activity, in particular, education, social life of the region, town planning and organization of public services are also investigated. The research showed the expediency of using the experience of zemstvo inmodern conditions of reforming the local government system.
