Essay

The dissertation work is devoted to the implementation of market mechanism for redistribution of emission licenses on the basis of "bubble-principle" conception for rising efficiency of environment protection from industrial emissions. The author has worked out scientific and methodological approaches for combining and implementation of the redistribution pollutant emission licenses for contaminating matter emissions into the atmosphere of an industrial town and an optimizing economical and mathematical model of regression equations picturing the dependence of specific capital expenditure on the emission suppression degree noting the capital expenditure minimization to reach more efficiency of desaging and dedusting equipment operation. The results obtained confirm the economic advantages of the operational mechanism of "bubble-principle" conception and license redistribution.
