This Ph.D. thesis investigates the prerequisites of formation, development and improvement of zemsca medicine in Kherson province. It provides the analyses of the peculiarities of zemsco-medical activity of province officials in the years 1865-1872. The role of province zemstvo in the formation of the stationary system of medicare to the population, the establishment of the first medico-sanitary institutions has been investigated and backgrounded. The development dynamics of province zemstvo medical institutions in the years 1890-1917 has been monitored. The province zemstvo contribution to the creation of medicare to the population effective model has been illustrated
