Object of research - a vessel, moving in a shallow waterway under action of irregular waves and wind; the purpose of research - creation of a method for a quantitative estimation of a level of navigation safety for a vessel propagating in shallow water under irregular wave and wind; methods of research: the stochastic model of a vessel movement is constructed on the basis of the theory of the stochastic differential equations; research of the stochastic differential equations of vessel motion is executed using Ito equation solution; novelty of scientific results - the stochastic model of operated movement of a vessel is developed; the concept of a strip of safe movement of a vessel on the basis of theory of threshold type systems and mathematical model of the limited casual wandering is proved; practical usage - the technique of a numerical estimation of a level of traffic safety of a vessel in the constrained conditions is developed under wind and wave conditions; results of researches are used in studing the operational opportunities approach channels to seaports
