Dissertational work is devoted to theoretical-methodological and methodical questions ecological land tenure in conditions of formation of the market of the city grounds and to a scientific substantiation of directions of increase of ecologic-economic efficiency of use of ground resources. The proved key approaches ecological land tenure during reforming ground relations in cities in view of features institutionally maintenance of formation and development of the market of the grounds, their privatization and rent. Our principles ecological balance use of the city grounds in conditions of formation of the ground market, gratuitous privatization and rent of the ground areas are advanced, the economic essence, a role, value of the city grounds in social and economic development of the state is determined. Ecological rules of privatization and rent of the ground areas are offered, the model ecological city land tenure in conditions of reforming of ground arelations is developed, strategic directions ecologica safety use of the city grounds are determined.
