The dissertation is devoted to development of the methodological, methodical and practical approaches to improvement of economic levers of organization of use of grounds of the occupied items and substan-tiation of prospect of their development in conditions of reforming of the ground attitudes on the basis of steady development. The conceptual model of forecasting of socio economic development of the occupied items for bridge bridge of building and land devices of requirements is developed, the directions of improvement of system of interaction of local bodies of the executive authority on questions land device and ground cadastre are certain. The organization-economic principles and legal bases of improvement of economic levers of organization of use of grounds of the occupied items are reasonable, the basic hierarchical levels, structural components of territorial organization of use of grounds of the occupied items are allocated.
