Stepchin M. Ecological-economical problems of rational land tenure (for example of the grounds water and the wood funds)

In the dissertation the basic directions of rational use and protection of the grounds of water and wood funds, in which basis their put ecological role, features of privatization processes, economic mastering are theoretically proved. It is profound theoretical-methodological approaches to definition of ecologic-economic features of land tenure by the example of the grounds of water and wood funds, definition of essence and a role of the grounds of these categories in the general system of agrarian wildlife management. It is stressed on necessity of granting to these grounds of the special status, regulated use and corresponding law-legal protection. It is proved features of reforming of the grounds of water and wood funds, transformations of attitudes of the property, reorganization of subjects of managing which include ecological priorities at all stages of reforming of ground attitudes. In work it is advanced methodological and methodical approaches to a ecologic-economic estimation of the groundsof water and wood funds, it is proved their social and economic, ecological and biospheric role. Strategy of a state policy concerning prospects of use of the grounds of water and wood funds is offered in view of a complex of regulating factors concerning their privatization, granting and withdrawal of the grounds, features of reforming in this sphere.
