Object of research: processes of participation of Ukraine in the international exchange of a labour. The purpose of dissertational work are improvement of theoretical, scientific - methodical and organizational bases of state regulation of external labour migration and development of scientific - practical recommendations on their introduction. Methods of research: methods of the analysis and synthesis, formal and dialectic logic, methods of the complex, system, structurally functional analysis, dialectic, historical and logic approaches, a method of generalization and an economic - statistical method. Theoretical results: will consist in a deepening of a theoretical and scientific - methodical basis of the government migratory processes and development of actions on use of tools of state regulation of external labour migration. Practical results: that theoretical and methodological positions of the dissertation are a scientific substantiation of maintenance of realization of the state migratory policy. Scientific novelty: for the first time the algorithm of an estimation of alternative variants of achievement of the planned rates of economic growth in conditions of the future deficiency of a labour is developed; for the first time methodical bases of an estimation of public losses from an external migration of a labour are developed; it is advanced категориальный the device of research of problems of labour migration; the complex system of parameters of existential measurement of migratory processes is advanced; the maintenance of structural elements of a migratory policy of Ukraine is advanced; has received the further development ordering of factors of labour population shift of Ukraine. Degree of introduction: recommendations and the offers stated in the dissertation, it is used by Secretary of the President of Ukraine, Committee on Questions of Social Policy and Work of the Verkovnaya Rada of Ukraine; are introduced by the Donetsk Regional Center of Employment, Donetsk City Council, and also are used in educational process of Donetsk National University.
