Essay

The activity of local administrative institutions under the complex and varied conditions in Podillia is investigated due to the principle of objective analysis and multiple choice of methods. The polar judgement of events was tried to be avoided while analyzing the problem. Personnel occupying the top positions in the authorities was characterized in the same way. Formation and development of Russian administration in the region were paid particular attention to. Main tendencies in imperial way of governing, its positive and negative aspects, forming up the personnel of state authority were of great importance, too. Managing the province presupposed solution of the tasks the country set. This led to reforming of state governing bodies, strict distribution of functions among power institutions. That is why the history of Russian administration in Podillia reflects its evolution, subjectiveness to local peculiarities which differed it from those typical for the empire. Complication of the overall stateorganization and total control over the social and economic processes involved modernization of power bodies. This was going on alongside with the crisis of government when its further functioning turned up to be of little effectiveness. But such modernization of Podillia at the end of the 19th century was being gradually introduced 4-8 years later than in Russia. This influenced the region in a negative way and turned it into agrarian outskirt of the empire.
