Ivanova I. Public Financial Control in Ensuring Economic Security of Ukraine

This thesis is dedicated to the development of theoretical foudations for public financial control in providing economic security of Ukraine. It discloses the concept and the role of the public financial control in ensuring economic security of Ukraine. Hazards to the national security of Ukraine in the economic sector have been analyzet in detail. Basic types, forms, and methods of public financial control have been classified. The best practices of the EU countries in developing systems of the public financial control have been summarized. A comprehensive analysis of specifics of the development of the public financial control in Ukraine has been performed. The current legislative and regulatory framework in prjviding the public financial control has been analyzed. A methodology for evaluation of the existing financial and budgetary discipline, which is an indicator of how the budget security is provided, has been proposed. A system of the budgeting stakeholders' reaponsibility has been improved. Organizational and methodological principles of the Strategy for the development of the public financial control in Ukraine have been developed.
