The thesis work is dedicated to analysis of the theoretical questions and concretization of the requirements to organization of a domestic quality control system of pharmaceuticals at a regional level in modern conditions in view of historical aspects of formation, general problems and functions, priorities in experience of other countries. On the basis of the obtained outcomes on analysis of an actual system condition of organization of quality control of pharmaceuticals at a regional level, its features, which are concluded in the definition of the activity components of state inspections, and their correlation with indexes of territorial regions, are detectedThe scientific approaches to optimization of activity of regional state inspections on quality control of pharmaceuticals are justified by definition of costs of time on fulfilment of unit of separate kinds of activities depending on a type of the subjects of economic activities and kind of their inspecting, normative - legal maintenance of realization of quality control of pharmaceuticals at their entry as humanitarian help at a regional level. The techniques of a ratiоning of the positions of the state supervisors are created depending on the optimized volume of activity of regional state inspections, counted fund of their on-duty time, factorial indexes of territorial regions
