In this dissertation the condition of eastern Ukraine social sphere and Nazi occupation influence on it in the period of 1941-1943 is examined. The source basis and historiography analysis showed that transformation of invaders' policy in relation to the social sphere of this region took place which became apparent in providing some improvement of food supply and social welfare of population, attempts to (establish) regulate medical care service, water-supply, transportation, obligatory primary education introduction, permission to open septennial and professional schools as well as day nurseries and kindergartens, non-interference in the cultural projects of local intellectuals, even help in such projects to use the cinema, theatres, newspapers and the like for own propaganda. However, as a result, one should point out that even in the conditions of partial renewal of some fields of social sphere of eastern Ukraine in the years of Nazi occupation, their functioning did not provide the minimal necessities of life satisfaction of the absolute majority of local population, and the direct consequence of the "new order" domination and its impact on the state of the social sphere of the mentioned above regions was thousands of people died of starvation, cold and diseases. The invaders left Ukrainian people ruins.
