Dissertation is devoted to the decision of scientific task of models and methods of projects budgets and projects portfolios budgets management in the project-oriented organizations in transport industry. Development of the specified model of projects portfolio process management has been created. Development of project budget forming model and projects portfolio budget forming model that allows complexly to decide the task of the multi-project environment financing has been proposed. Project budget and projects portfolio budget calculation method (determination) taking into account the risks that allows properly to plan and create them and reduce expenses on their realization has been formulated. Project budget and projects portfolio budget calculation method (determination) taking into account the risks on the basis of aggregation method was developed. Improvement of projects selection method to the projects portfolio on basis of project financial indexes that enables to promote profitability of projects portfolio was shaped.
