Essay

Dissertation is devoted to the features of becoming and functioning of higher organs of power in the process of creation of the state in Naddniprianska Ukraine in 1917-1920. A theme and purpose of work stipulated the use of wide circle of literature and sources, leading place among which, going out from the tasks of work, occupy the archives sources and normative collections of documents. In dissertation the basic stages of state process in Naddniprianska Ukraine are selected in an explored period. Basic attention is spared to opening of status of legislative and executive bodies of power in time of Central Rada, Get'manatu, Directory. Considerable attention is concentrated on the separate aspects of becoming of national legislative base, determination of the basic stages in zakonotvorchiy activity of the Ukrainian governments. Practice of executive branches of power is analyzed in the decision of national and agrarian questions. It is thus proved on the basis of wide documentary material, that exactlyUkrainian Central Rada was the institution which at the beginning of XX century led national liberation motion. It is shown that the presence of oppose of political forces was not instrumental in claim of national-democratic model of the state system, loosened positions of national liberation forces. Reasons of defeat of Central Rada, Get'manatu, and Directory, features of becoming and claim of soviet model of the state system in Ukraine are analyzed.
