The thesis reconstructs the socio-professional portrait of the members of work-places and clerks of Kyiv province in 1782-1796. The regional system of administration and judicature in Russian Empire is characterized; the specificity of the introduction of this system within the Kyiv province is defined. The main principles of the personnel policy and the policy of bestowing ranks are determined; the differences between Empire-level and Ukraine-level practices in this sphere are revealed. The major procedure postulates of public service of the Kyiv province officials and the level of their sticking to them are brought to light. Types of prevarications committed by officials on the territory of the province and kinds of punishment meted out to them are analyzed. The number of work-places members and clerks, their age differentiation and ethnic membership is defined. Specificity of the social membership of officialdom on different levels of the system of administration and judicature in the province is brought to light. The dissertation proves that most of the work-places members and clerks of Kyiv province were locals, predominantly from regional and district nobility. Among them were also Cossacks by birth. At that the number of foreigners among appointive officials was bigger than among those who were holding electoral appointments. The social membership of clerks was more homogeneous than that of work-places members. 1782-1796 saw the numerical growth of work-places officials while the number of clerks reduced. It is brought to light that work-places members were noticeably more prosperous than clerks and got extra incomes in addition to their salaries. The clerks were more dependent on official salaries and thus were closer to professionalization as a separate bureaucratic socio-professional group.
