The dissertation is a complex historical research of the mutual relations between Ukraine and Belarus from 1921 to 1928 in the context of economic, cultural, historical, geopolitical conditions which developed as a result of the civil war consequences, the USSR formation and the introduction of the new economic policy. For the first time at the dissertational level this work considers the questions which have not found any sufficient elucidation in the domestic and foreign scientific literature.
