Essay

The dissertation studies the history of development and current state of the national system for vari-ous population segments' physical education and searches the ways on its improvement. In this work there is emphasized that physical education does not exist and is not developed isolated but it is closely interconnected with the state and tendencies in the system of education, ideology, politics, economy, sci-ence and culture, health care, social politics. Thus only in such context - with physical education as one of the vital components of society functioning, it is possible to carry out a real comprehensive analysis of current situation in this direction, to formulate the problem, aims, tasks and ways of further improvement. In this connection the given researches indicate that, first, physical education of the population and ap-propriate science system are greatly dependent on the policy of the state and are affected by the relations' level of particular structures to this sphere of activities, andalso it is defined by the population educa-tional and cultural level. Second, achievements of physical education theory are not always applied in practice. Third, the content of physical education is defined to great extent by local traditions, all that is revealed not only in expanse of national types of physical activity, but in conservatism stipulated by long-term practice and theory. The work analyzes physical education system development in different Euro-pean countries including Russia in XIX and early XX centuries. There is described the state and identified the main tendencies in the physical education system development in the biggest European countries and in Russia between the first and second world wars.
