Kabachek V. Activities of the local states bodies of the Ukraine on industry development in 1921 – 1922

The object of the investigation: official local states bodies of USSR of a beginning 20th of ХХ century: local (urban, village, settlement) councils of the workers, country and red army deputies; volost, district and gubernia congresses of councils; the executive committees, elected by them, and their structural departments. The aim of the investigation: creation of the complex characteristic of activity of local states bodies of USSR on development of an industry on the eve and during transition to NEP, study of the basic forms and methods of this activity and their transformations, which with her have taken place during introduction of market reforms. Methods of the investigation: historical-genetic, historical-comparative, statistical (formal-quantitative) analysis, problem-chronological, historical-retrospective. Practical value of dissertation research: the results of work can be used for the further study of problems of activity of local state bodies and development of an industry within NEP, by preparation of generalizing scientific works, general and special courses on a history of Ukraine, scientific and educational editions on a history of local self-management and local states bodies, special courses on a history of state regulation of economy, popular scientific clauses in periodic press, and also at creation of local-lore works. The thesis is devoted to the problem of the change in the forms and methods of the local state bodies of Ukraine on industry development at the stage of the transition to NEP. On the basis of the published and archives sources some conclusions are made about domination of administrative and command tendencies in the mentioned activities during the part of 1921 and about real transition to NEP only in the period covering the end of the summer and the beginning of the autumn 1921. The initial stage of the foundation of local state commercial trusts is studied in detail. Their peculiar features in comparison with a great industry are presented. Relation between local and central bodies of power as one of the most acute and unsettled problems of the Soviet system are analysed from critical point of view. The part of the local states bodies in the regulation of lease and private-owner industry including denationalization process is shown.
