The dissertation represents a multidimensional research of the history of Supreme Council (Verkhovna Rada) of Ukraine in 1994-2002 s. The process of institutionalization of Supreme Council of Ukraine, and its internal institutions (deputy factions, groups) is a major subject of analysis. The elections to Supreme Council of 1994 and 1998, the creation of deputy groups and factions in the parliament, the interrelations between MPs groups, their influence on decision-making the Constitutional process in Ukraine during 1994-1996 s and it's outcomes and consequences for the system of power - these topics are also presented in the thesis
