Essay

Peculiarities of local systems functioning in modern conditions, influence of different factors on the change of such systems structure have been established. Special attention is paid to scientific grounds of boundaries of new local systems that will be formed in the process of administrative-territorial regime change in the country. Principles of territorial organization of new systems have been defined: functions decentralization, subsystems strict entry into systems, increase of subsystems mutual subordination. The scheme of perspective territorial organization of settling system in Terrnopil region has been scientifically worked out on the basis of system and cluster approaches.
