In work the new method and models of projects portfolio formation at the enterprise in conditions of external investment absence in manufacture development is offered. The offered method allows to form the reasonable plan of the enterprise design activity at the expense of strategic planning sharing methods, hybrid automatic devices theory and investments portfolio theory. The models of the projects portfolio formation, which are the basic scientific results of work, allow in a complex to take into account parameters of the projects realization and enterprise resources and to reduce number of variants at the expense of additional restrictions introduction to use of the enterprise resources. The definition of necessary resources during realization of the projects portfolio is offered to be carried out with the help of methods and models of hybrid automatic devices theory, that allows to simulate complex processes of the projects portfolio realization on manufacture in view of risk factors set. On the basis of offered of a method and models the structure is developed and the elements of the integrated information-analytical computer system of the decisions acceptance support are realized in a program kind during the investment projects portfolio formation, which allows to carry out the analysis qualitatively and operatively.
