Gorohov S. The Social-economic zemstvos activity of the Kharkiv and Chernihiv provinces in the end the XIX-th - beginning of the XX-the century.

This thesis investigates the process of establishment, development and activity of zemstvos authorities, their structure, forms and aproaches of economic activity in Kharkiv and Chernyhiv gubernias (provinces) at the end the XIX-th - beginning of the XX-th century. Based on system analysis of a broad source base and science literature, a complex of means and methods used by zemstvos authorities for implementation of their policies are defined. The character of their activity in the improving of agriculture and the results of their support are defined there. Special attention is paid to analysis of zemstvos' activities in agriculture: support of credit unions, improvement of food supply, agronomy and statistics. Such unknown fact as social zemstvоs activity in migration movement at the beginning of the XX-th century is depicted there. The process of zemstvоs indulging in migration policy, establishment of migration institutions in order to help farmers are characterized in the thesis. Social, politicalfactors of that еpoque which did not allow the zemstvоs to fully discover their potential are clarified.
