Pidlisny D. Forming of Kharkiv Hubernia System of Local Bodies of State Administration and Self-Government during Hetmanat of P.Skoropadsky (April-December 1918)

The object of study – local device of the executive authority and self-government of Kharkiv Hubernia of the period of Hetmanat of P.Skoropadsky. The purpose of study is basing on the scientific contribution of the predecessors published and archival sources, objectively to analyzed process of formation of system of local bodies of state administration and self-government in territory of Kharkivschyna of the period of Ukrainian Hetman state of P.Skoropadsky. The methods: analysis, generalization, statistical, historical-genetic, historical-typological, diachronous, historical-comparative, historical-retrospective. The practical value of the work: submitted in the dissertation an actual material, conclusions and the generalizations can be used in research activity, study process of average and higher institutions and work of official bodies, which are engaged in development of administrative reform. In the dissertation on the basis of modern theoretical-methodological base for the first time in domestichistoriography the process of creation of local bodies of state administration and reorganization of establishments of local self-government in the period from the end of April up to middle of December 1918 is reproduced. Through attraction of significant volume of new sources the changes in personnel structure, staff-official structure, mechanism of financing of these bodies were analyzed, the circle of their powers is found out, the mutual relation between separate components of system of bodies of the executive authority and self-government of Kharkiv Hubernia is covered. Is judged, that Hetman’s transformation of bodies of state administration and self-government carried system character and have affected on development all without exception parts of the local device of Kharkivschyna.
