The object is a process of the innovative higher educational establishment project portfolio management. The aim is development of models and mechanisms of innovative project portfolio management of higher educational establishment. Methods are scientific analysis and synthesis, system and process approaches, bases of office project portfolio management, multicriteria scales, ranging, basis of mathematical design. Novelty - the model of the innovative higher educational establishment project portfolio, system model of estimation of innovative higher educational establishment projects, are developed; procedure of ranging of innovative projects of higher educational establishment portfolio, mathematical model of innovative higher educational establishment project portfolio effectiveness evaluation, are improved; clarification of terminology of concepts «Innovative project», «innovative higher educational establishment project portfolio management», «balanced innovative higher educational establishment project portfolio» got development». Results - a method and proper software product are developed for a balanced innovative higher educational establishment project portfolio, which were approved in practice. The sphere of use is science and education.
