The object is the process of administrative competence creation of Preschool Educational Institution supervisor. The goal is to provide theoretical and procedural support of administrative competence creation of Preschool Educational Institution supervisor. The methods are theoretical (studying the normative, legislative, educational-methodological documentation, analysis of literature), empiric (questionnaires, interviewing, testing, interlocution), observation (direct and indirect observation), archival research ( analysis and summing up of the positive aspects of pedagogical experience),mathematical statistics (quantitative and qualitative analysis of empirical data).The novelty - the investigation has been first to determine the essence of administrative competence of Preschool Educational Institution supervisor, its components has been revealed, scientifically substantiated and experimentally tested the technology of administrative competence creation of Preschool Educational Institution supervisor. The results are scientific substantiation of the essence of administrative competence of Preschool Educational Institution supervisor and its structural components (personal-motivational, cognitive-operational, analytical-reflexive), it has been worked out and inculcated the technology (diagnostic- projective, notional- procedural, evaluative-correctional) of creation of Preschool Educational Institution supervisor, special seminar "The development of administrative competence of Preschool Educational Institution supervisor " and methodological recommendations in the field of creation of Preschool Educational Institution supervisor in conditions of preschool educational institution.
